The South African National Summit on the Care Reform Agenda entered its second day at The Garden Venue in Randburg on 13 November 2025. Minister of Social Development Nokuzola Sisisi Tolashe is expected to address delegates as work continues toward endorsing the Care Reform Outcomes Document.
What Happened
Day 2 focuses on accelerating the country’s move toward a transformed child care and protection system. The programme centres on deinstitutionalisation (DI) and the shift to family-based and community-supported care. Stakeholders from across South Africa and the region shared their DI experiences, lessons, and practical models.

Learning From DI Implementation
Delegates engaged with organisations that have rolled out DI programmes. They discussed progress, challenges, and best practices.
Reaffirming Commitments to DI by 2030
Stakeholders called for stronger investment in developmental child care services.
They agreed that achieving DI by 2030 will require firm leadership under the Department of Social Development.
Strengthening the System for Sustainable Reform
Discussions focused on building a fit-for-purpose national Care Reform/DI policy. Delegates stressed the need for clear roles, firm commitments, and coordinated system strengthening measures. They also stressed the importance of leadership structures that can drive policy, funding, and performance across the sector.
Community Impact
The Summit aims to produce a unified national roadmap that ensures every child grows up in a safe and loving family environment. Once adopted, the Outcomes Document will guide provinces, social workers, and partner organisations toward a more responsive, child-centred system.
