Minister of Police, Professor Firoz Cachalia, has announced the secondment of Major General S. Pienaar and Ms. S.S. Matlala to the Ministry’s top office positions. The announcement was made on 19 September 2025, and follows developments linked to the Madlanga Judicial Commission of Inquiry, where the current Chief of Staff may be required to appear.

What Happened

On 18 September 2025, the Minister of Police initiated leadership changes within his office, seconding two experienced public servants to high-level roles:

  • Major General S. Pienaar, currently serving in the South African Police Service (SAPS) Division of Visible Policing and Operations, will assume the role of Chief of Staff.
  • Ms. S.S. Matlala, a Senior Manager – Market Data Analyst from the Special Investigating Unit, will become the Minister’s Personal Assistant.

These changes aim to ensure smooth operations and preserve administrative continuity during what the Ministry described as a “critical period.”

The timing coincides with the Madlanga Judicial Commission of Inquiry, in which the current Chief of Staff has been named and may be required to appear.

The Ministry clarified that the secondments are temporary but essential, given the possibility of senior staff involvement in judicial proceedings.

In a media statement, Minister Cachalia reaffirmed his commitment to stability:

“These appointments are necessary to maintain uninterrupted operations and uphold the integrity of this office,” he said. “Our focus remains on delivering a safe and secure environment for all South Africans, as outlined in the Constitution.”

Community Impact

While the appointments are internal, the move is seen as a proactive measure to avoid disruptions in leadership during ongoing public scrutiny of high-ranking officials. Both appointees bring technical expertise and institutional knowledge, with expectations of reinforcing public trust in the Police Ministry’s operations.

Colleagues within the police and investigative units have expressed confidence in the two officials’ abilities to handle their new responsibilities.
