South Africa’s Parliament has officially passed the Appropriation Bill, a critical move that allows the government to begin spending the newly approved 2025/26 national budget. This comes as a major relief for millions of South Africans—particularly SASSA grant beneficiaries and rural residents—who depend on public funding for daily survival.
The bill’s passage means the R1.2 trillion national budget can now be lawfully allocated to government departments, public entities, and social programmes. Most importantly, it secures the continuation of SASSA payments, including older persons, disability, and child support grants.
“If this bill had not been passed, the Department of Social Development would have been restricted to spending only 10% of its budget. That would have caused chaos in rural areas where grants are the backbone of local economies,” said a public finance analyst.
What this means for SASSA grant beneficiaries:
- Grant payments will continue as scheduled from August 2025.
- No disruptions expected to child, disability, pension, or R350 social relief grants.
- Post Office and pay point services remain funded, avoiding queues without payout.
For many in rural communities—where unemployment is high and government support is often the only income—the risk of delayed or cancelled grants was a real concern.
“Here in Bizana, most households depend on pension grants. If government didn’t pass this budget, it would’ve affected the entire town,” said Nkosinathi Gantsa a local community resident.

- Public health clinics and mobile outreach teams
- School nutrition programmes and no-fee schools
- Road maintenance, water access, and housing grants
Had the bill been rejected, service delivery would have been cut drastically—threatening schools, hospitals, and rural development projects.
Political context:
The Appropriation Bill faced delays amid political divisions within the Government of National Unity. However, following tense negotiations and cabinet reshuffles, enough support was secured in Parliament to pass the bill before the end-of-July deadline.
For rural citizens and grant beneficiaries, today’s approval offers financial certainty and social stability. With SASSA payments secure and community services intact, millions can breathe a sigh of relief—for now.
