The Eastern Cape Department of Social Development, under the leadership of MEC Bukiwe Fanta, has launched the Integrated Community Registration Outreach Programme (ICROP) a One-Stop Shop aimed at bringing government services closer to communities. The outreach is supported by several key departments and agencies to ensure that residents in remote and underserved areas receive the help they need.
What Happened
The Department of Social Development (DSD) rolled out the ICROP as a coordinated service delivery platform in partnership with key government entities. The initiative includes participation from SASSA, the Departments of Health and Labour, the National Youth Development Agency (NYDA), and the Buffalo City Metro Municipality.
Through this outreach, communities in both urban and rural areas gain easier access to vital government services, including health assistance, social grant registration, employment support, and youth empowerment opportunities.

MEC Bukiwe Fanta emphasized that ICROP demonstrates government’s commitment to improving lives by taking services directly to the people.
“Our goal is to ensure that no one is left behind, especially those living in poor and remote communities who struggle to access basic social services,” said MEC Fanta.
She noted that the collaboration among departments allows for faster, more efficient service delivery and strengthens the province’s social development network.
Community Impact
The initiative has already made a difference in several wards where residents previously had limited access to government offices. By combining outreach, registration drives, and community engagement, ICROP ensures that vulnerable groups including the elderly, unemployed, and youth receive timely assistance.
Local leaders have welcomed the initiative, saying it bridges service gaps and empowers communities to participate actively in their own development.
