South Africa and Mozambique reaffirmed their long-standing partnership during the 4th Bi-National Commission held in Maputo on 03 December 2025. President Cyril Ramaphosa said the meeting strengthened ties and set clear goals for joint development.
Ramaphosa and Mozambican President Daniel Chapo agreed that both nations share a responsibility to advance regional growth, stability and opportunity. The leaders said the Commission remains a practical platform for cooperation across key sectors, including energy, mining, agriculture and infrastructure.
A Partnership Built on Shared Purpose
Ramaphosa said the Bi-National Commission demonstrates the depth of friendship between the two countries. He noted that technical teams, ministers and senior officials worked intensively to finalise reports and assess progress since the last session in Pretoria in 2022.
He thanked ministers for “building on the hard work of officials” and moving cooperation forward. New Memoranda of Understanding signed during the session will, he said, “give fresh momentum to joint programmes.”
Investment and Economic Growth at the Centre
The President stressed opportunities in energy, mining, telecommunications, agriculture and tourism. South Africa’s development finance institutions and private companies, he said, remain ready to partner with Mozambique.
Ahead of the recent G20 Summit, Ramaphosa met South African companies operating across the continent. Many have major investments in Mozambique and have reaffirmed their commitment to African development.
“This Commission supports that work,” he said.
Mozambique is already one of South Africa’s largest trading partners. Both countries agreed to explore new investment avenues that benefit citizens on both sides of the border.
Security, Border Management and Regional Stability
Ramaphosa confirmed that defence and security cooperation will be strengthened.
This includes joint work on border management and regional stability. He said such collaboration is essential for long-term peace and economic progress.
Energy Partnership Strengthened
This afternoon, Ramaphosa and Chapo will travel to Inhambane Province for the joint launch of a Sasol-built gas facility.
Ramaphosa described the project as a “shining example” of effective cooperation between neighbours and a model for public-private partnerships.
A Relationship Rooted in Solidarity
Ramaphosa thanked Mozambique for its warm welcome and ongoing support for South African companies.
He said South Africans and Mozambicans “are one people,” united by history, culture and shared development goals.
The 5th session of the Bi-National Commission will take place in South Africa. Ramaphosa said he expects the next meeting to show “even greater progress.”
