In his address, CoGTA MEC Zolile Williams emphasized the Risk-Adjusted Strategy (RAS) as a key tool to fast-track municipal spending and enhance service delivery. He warned that under his leadership, no municipality will be allowed to underperform. “We must ensure every rand spent delivers real value for our communities,” said MEC Williams.
