Responding to the alarming rise in Gender-Based Violence, Government Security Cluster Ministers convened a special emergency meeting on April 14, 2025. Led by Cluster Co-Chairs Minister Mmamoloko Kubayi and Minister of Police Senzo Mchunu, the meeting resulted in the adoption of an ambitious 90-day acceleration program aimed at intensifying the national response to this critical issue.

The urgency of the situation prompted the decision to revitalize the Inter-Ministerial Committee (IMC) on GBVF, with a formal request to the President for its re-establishment under the 7th Administration. The IMC’s inaugural meeting is slated to take place within two weeks, serving as the central coordinating body to expedite government interventions and address systemic challenges.

To enhance frontline efforts, a dedicated GBVF Priority Committee will be set up within the National Joint Operational and Intelligence Structure, co-chaired by the Departments of Social Development and Women, Youth, and Persons with Disabilities. The Cluster acknowledged the need for localized action, directing the revival of JCPS structures across all provinces and emphasizing community mobilization.

Key strategies include consolidating GBVF statistics across the criminal justice value chain and enhancing the rollout of Thuthuzela Care Centers for comprehensive survivor support. Additionally, the meeting highlighted the necessity for improved safety measures in court facilities to protect survivors and witnesses.

In a collective commitment to reclaim the national narrative on GBVF, the government is launching a coordinated campaign to eradicate this pervasive issue. As Minister Kubayi stated, “Incremental change is no longer sufficient.”
