Amathole District Municipality (ADM) officially handed over the third phase of the Ngqamakhwe Regional Bulk Water Supply Scheme to the Blythswood community on 18 November 2025.
The project brings clean, piped water to seven villages, with infrastructure now fully operational. It is valued at R27.1 million and aims to address decades-long water shortages affecting rural communities in Mnquma Local Municipality.
ADM Executive Mayor Cllr. Anele Ntsangani said the project restores dignity and improves health.
“This is more than infrastructure. It’s about restoring dignity and improving lives,” Ntsangani told attendees at the Blythswood Junior Secondary School handover event.
What the Project Includes
The new water supply system combines engineering infrastructure with sustainable water sources. Key components of the project are:
- 59 new standpipes serving 7 villages
- 19 additional standpipes in 2 neighbouring villages
- Two concrete reservoirs (175kl and 85kl capacity)
- Break-pressure tanks and pump house
- 207.4 kilolitres/day borehole supply
- Valve chambers, rising mains, and river crossings
This system now ensures consistent, safe drinking water for households who previously relied on distant, often unsafe sources.
Community Reactions and Concerns
Community member Ms. Nobuyekezo Kanasa described the project as life-changing.
“We used to walk long distances for water. Now we feel safe, and our children can focus on school,” she said.
However, infrastructure theft remains a concern. Mr. Maliwa Ntsinde, from the Project Steering Committee, confirmed that taps were stolen from some standpipes even before the official handover.
Mayor Ntsangani appealed to residents:
“If we don’t protect this infrastructure, we hurt our own development. Water belongs to the people — we must protect it.”

ADM acknowledged the following contributors:

- Traditional leaders and community members – for support and cooperation
“Strong partnerships remain essential to sustainable service delivery,” Ntsangani said in closing.
