During the 2026 State of the Nation Address, President Ramaphosa identified tourism as one of five sectors included in the Government of National Unity’s Growth and Inclusion Strategy (GAINS).

Minister de Lille said the sector continues to deliver measurable benefits for communities by sustaining employment and creating opportunities for tourism enterprises in every province.

She also echoed the President’s emphasis on promoting South Africa’s cultural, historical and natural attractions. According to the Minister, this approach supports efforts to diversify tourism offerings across urban areas, townships, rural communities and small towns.

Tourism forms part of GAINS alongside three stated priorities:

  • Inclusive Economic Growth and Job Creation
  • Poverty Alleviation and Cost of Living
  • Capable and Ethical State

In addition, the President confirmed that the Department of Home Affairs will expand the Electronic Travel Authorisation system to all visa-required countries, with digital visa processing targeted within 24 hours.

Minister de Lille said the full ETA rollout could create between 80 000 and 100 000 jobs.

Tourism directly affects accommodation providers, transport operators, tour guides, craft producers and event organisers. Therefore, policy decisions in this sector influence income opportunities across provinces, including the Eastern Cape.

Moreover, faster visa processing could improve South Africa’s competitiveness as a destination. If visitor numbers increase, demand for local services may rise accordingly.

The focus on township, rural and small-town tourism may also broaden participation for smaller enterprises that are often outside major urban hubs.
