A National Council of Provinces (NCOP) delegation continued its provincial week programme in the OR Tambo District on 20 November 2025, assessing progress on major national projects. Led by Chief Nonkonyane, the team conducted oversight visits across Port St Johns, Alfred Nzo, and Ingquza Hill to evaluate water supply, road upgrades, housing developments, and bridge infrastructure.

What Happened
The delegation was joined by Members of the Provincial Legislature and OR Tambo District Municipality Chief Whip Ms. Cingo. Together with SAPS, Councillors, and community representatives, they visited several sites to review progress and identify challenges affecting delivery.
At the Ludeke Dam Bulk Water Scheme, the Department of Water and Sanitation reported that land payments and household compensation were completed. The department also confirmed plans to rebuild the community bridge. The scheme supplies water to an estimated 8 500 households and has created jobs for about 500 people, including opportunities for local enterprises and SMMEs.
Further briefings highlighted infrastructure upgrades under way, although delays linked to local business forums and illegal water connections continue to slow progress.
Official Response
Officials reported that community concerns centred on the incomplete multi-purpose facility, learner safety, and uneven access to water. The Department of Water and Sanitation confirmed a joint venture arrangement to rebuild two bridges in response to these challenges.
The delegation also inspected the Nxurhaba rural road, where SANRAL stated that the route would be tarred once interim grader work is completed.
At the Msikaba River Bridge, engineers from SMEC delivered a detailed update on construction. The team viewed on-site progress, including completed pylons, anchor blocks, and a deck segment.
Community Impact
Residents across OR Tambo continue to rely on these long-term projects to improve access to water, transport, and essential public services. The oversight visit aimed to reinforce accountability, ensure that concerns are addressed, and help accelerate delivery where delays persist.
