The Department of Social Development (DSD) has officially opened the 5th Annual National Shelter Indaba in Johannesburg. The three-day event, running from 11 to 13 November 2025, aims to strengthen South Africa’s prevention, response, and support systems for survivors of Gender-Based Violence and Femicide (GBVF).
GBVF continues to devastate communities. Statistics South Africa reports that one in three women over 16 has suffered physical abuse, while one in five has faced sexual violence. The President previously declared GBVF as the “second pandemic” due to its deep social and economic impact.
What the Indaba Focuses On
Held under the theme “Sheltering and Beyond: Building Bridges of Prevention and Intervention,” the Indaba gathers government officials, civil society, academics, and donors. The goal is to share knowledge, identify service delivery gaps, and develop practical solutions that support and protect survivors.
Mr. Sibusiso Malope, speaking on behalf of Deputy Director-General for Welfare Services Ms. Siza Magangoe, said shelters are “life-saving spaces that offer not just safety, but also healing, empowerment, and independence.”
He added that sustainable shelters require strong partnerships, stable funding, and collective effort between government and the non-profit sector.
Official Response: A Call for Collaboration
Mr. Malope urged delegates to align outcomes with Pillar 4 of the National Strategic Plan on GBVF, which focuses on response, care, support, and healing.
“Shelters save lives,” he said. “We must ensure survivors in every province can access well-resourced and coordinated shelter services.”
The DSD expressed gratitude to the National Shelter Movement of South Africa, the Heinrich Böll Foundation, and other donors for their continued collaboration.

The Shelter Indaba, established in 2021, has become an important platform for reflection and action. It helps refine strategies that improve women and children’s access to protection, justice, and empowerment.
