The ANC Eastern Cape Provincial Working Committee (PWC) met in a special session on 3 November 2025, to address key internal challenges and outline steps for renewal and discipline within the movement. Chaired by Premier Lubabalo Oscar Mabuyane, the meeting focused on restoring unity, improving governance, and reaffirming respect for traditional leadership across the province.
What Happened
During his political address, Provincial Chairperson Premier Lubabalo Oscar Mabuyane urged members to confront internal divisions rather than blame external forces. He condemned factionalism and ill-discipline, warning that the struggle for positions has overshadowed the ANC’s mission to serve the people.
“The era of invisible and unaccountable councillors is over,” Mabuyane declared. “We must establish strong mechanisms to monitor performance and act decisively against corruption and maladministration.”
The PWC reaffirmed its zero-tolerance approach to misconduct and called for immediate monitoring of councillors and mayors. It also adopted resolutions to reconfigure the Provincial Dispute Resolution Committee (PDRC) to handle branch-level appeals efficiently, with tighter timelines and enhanced capacity through the Provincial Secretary’s Office.
In a move to strengthen communication and public trust, the committee appointed Yanga Zicina as the new Provincial Spokesperson. His mandate includes improving the Department of Communication, Information, and Publicity to ensure clear, consistent messaging.

The meeting reflected on the OR Tambo Memorial Lecture series, held across several regions, paying tribute to the late ANC President Oliver Reginald Tambo’s legacy of principled leadership and unity.
The PWC also extended gratitude to Former President Thabo Mbeki, who recently led a political school session in the Nelson Mandela Region. His emphasis on moral renewal and ideological grounding was echoed throughout the committee’s resolutions.
“Renewal is not only structural but also ethical and intellectual — an RDP of the soul,” noted one committee member, reaffirming Mbeki’s call for disciplined and ideologically informed cadres.
The PWC confirmed that the ANC PEC Political School will take place from 22–24 November 2025, focusing on political education and organizational renewal.
Community Impact
The committee reaffirmed support for traditional leadership, recognizing its role in governance, social cohesion, and community development. It noted progress in expanding medical aid coverage for traditional leaders and finalizing a pension policy framework under COGTA.
On the upcoming initiation season, the ANC called for strict adherence to cultural protocols to prevent initiation-related deaths. Communities and families were urged to work closely with traditional leaders and authorized surgeons.
“We must restore the dignity of this cultural practice by ensuring safety and responsibility,” the statement read.
Through these resolutions, the ANC Eastern Cape aims to rebuild trust, strengthen leadership ethics, and ensure that renewal translates into tangible service delivery for communities across the province.
