President Cyril Ramaphosa has appointed Finance Minister Enoch Godongwana as Acting President from 21 to 27 October 2025. This temporary appointment comes as President Ramaphosa undertakes a series of international visits to strengthen South Africa’s global partnerships.
What Happened
President Ramaphosa officially began his overseas engagements on 21 October 2025, starting with a Working Visit to Indonesia. Between 22 and 28 October, he will travel to Vietnam, Malaysia, and later to Switzerland.
According to a statement from the Presidency, this travel schedule required an acting head of state, with Deputy President Paul Mashatile currently on leave.
“President Ramaphosa will also participate in a Summit of the Association of Southeast Asian Nations during his visit to Malaysia,” read part of the official statement.

The Presidency clarified that Minister Godongwana’s appointment is in line with constitutional protocols. While this is not the first time he has acted in this capacity, it signifies a significant moment as he holds key responsibility during a crucial period of international diplomacy.
The visits aim to deepen bilateral relations in trade and investment, and to strengthen South Africa’s voice in multilateral forums. They also form part of the President’s preparations to chair the upcoming G20 Leaders’ Summit in Johannesburg on 22–23 November 2025.
