On 21 September 2025, the Nelson Mandela Bay Metropolitan Municipality(NMBM) launched a Strategic Planning Workshop at the Nelson Mandela Bay Stadium in Gqeberha. Acting City Manager Ted Pillay opened the session, calling for accountability and inclusive service delivery to guide the Metro’s priorities, by aligning leaders and programmes through structured planning sessions.
What Happened
Delegates gathered at the stadium to engage in planning sessions focused on improving the Metro’s governance and service delivery. Pillay opened the workshop by emphasising that all residents, whether in affluent suburbs, middle-income neighbourhoods, or informal settlements, deserve to be treated with dignity and respect.
He reminded attendees that as the city’s largest employer, the municipality must operate with the discipline and accountability of a business, while never losing sight of its public service mission.
Official Response
Pillay emphasized the importance of balancing the needs of residents and the business sector. With 70% of municipal revenue generated from businesses and 30% from households, he stressed that a strong economy is essential for sustainable service delivery.
“This metro exists to serve its people. By supporting both our communities and our businesses, we can build a Nelson Mandela Bay that works for everyone,” Pillay said.

The workshop aims to align the municipality’s leadership and administration around a common vision for service excellence. Community representatives have welcomed the initiative, noting that clear strategic planning could improve service delivery in both urban and township areas, while also strengthening accountability.
