The O.R. Tambo District Municipality, in partnership with the South African Local Government Association (SALGA), hosted a strategic bylaw session aimed at tackling lawlessness and improving governance across the district.

The gathering focused on long-standing challenges faced by municipalities, including weak enforcement of bylaws, social ills, nepotism, and the widening gap between rural and urban communities. Poor planning and rising vulnerability to disasters have also left communities exposed.

Led by the Strategic Planning and Governance workstream, the session sought to create a united approach to restoring order and accountability. Key outcomes include developing a uniform framework for bylaws, strengthening capacity to enforce regulations, mapping flood-prone areas, and finding lasting solutions to community risks.

The initiative goes beyond tightening rules. It seeks to rebuild fairness, justice, and trust while ensuring municipalities stand together in the fight against neglect and injustice.

The message emerging from the session was firm: neglect and injustice will no longer be tolerated.
