Municipal leaders met this week during the South African Local Government Agency(SALGA) Product and Digital Solutions Masterclass to discuss practical tools that can improve service delivery. The session focused on smart technologies, community engagement and stronger enforcement of bylaws.

Across the country, municipalities face pressure to deliver faster, more transparent and citizen-centred services. During the strategy meeting, speakers presented new digital tools designed to strengthen performance in areas where many municipalities still struggle.
A major proposal was the creation of a Smart Team. This unit would support frontline functions such as meter installations, reporting faults and managing service requests. Panelists said clear systems can help close communication gaps between residents and municipal officials.
Leaders stressed the need for reliable platforms that enhance documentation and allow officials to track work from start to finish. They also highlighted the value of a fully trained call centre staffed by local community members.
Official Response
Speakers explained that the municipality’s development lab will play a central role in improving digital workflows. Better records and consistent processes will support the Integrated Environmental Planning (IEP) system and help officials act decisively.
The meeting also stressed long-standing enforcement challenges. Speaker 2 raised concerns about the rise in unauthorized signage on public and private property. These activities reduce compliance and cost municipalities potential revenue.
Officials agreed that technology, combined with clear procedures, can help enforce regulations more consistently.
