Matatiele Local Municipality Council efficaciously appoints General Manager for Community Services Department, Mr. Siyabulela Mbedla, who hails from Mvenyane in Matatiele. His appointment was resolved during a Special Council meeting that took place on the 25th of June 2023.
The appointment was done in compliance with The Local Government: Municipal Systems Act (Act No. 32 of 2000) Section 56 – that strategic positions are filled with individuals possessing relevant skills, expertise, competencies, and qualifications.
As prescribed by law, formal recruitment and selection processes were completed and submitted to Council for approval. He is appointed on a permanent basis with effect from the 3rd of July 2023.
He holds a Bachelor of Public Administration Honours Degree from the Management College of South Africa, an Advanced Diploma in Public Sector Management, a Bachelor of Education Management, Law and System from the Potchefstroom University for Christian Higher Education, Higher Education Diploma, an Advanced Certificate in School Leadership from the Nelson Mandela University, he is currently studying his Master’s Degree in Public Management. As a prerequisite for Section 56 Managers within the Municipality, he also holds a Certificate in Municipal Financial Management also known as CPMD. A certificate in Good Governance in Africa is also in his professional development.
Mr. Mbedla brings with him 10 years of experience in the Local Government field and 16 more years of experience from various sectors of society. Having served in Matatiele Local Municipality since April 2010, he was previously employed by the Department of Education in Maluti District now Alfred Nzo West District as the Circuit Manager for 2 years. His career journey includes among others, working as an Educator from 1994 to July 2000 and became the School Principal from July 2000 to December 2008. He served the Municipality as a General Manager responsible for Community Services between 2010 and 2021.

The Municipal Manager also gave him the assignment to ensure that Matatiele regains its position of being the cleanest and the greenest town in the Eastern Cape Province, a position that was obtained during his tenure of service between 2011 and 2015.

He joins the Municipality as this Council where our energies are mostly invested in infrastructure development being access roads, promoting agriculture and tourism, creating platforms for the fight against the high unemployment rate – said Mayor Cllr Sonwabile Mngenela.
