Kumkani Mhlontlo Local Municipality, formerly known as Mhlontlo Local Municipality, has acknowledged the concerns raised by residents regarding the delays and incomplete state of several key infrastructure projects. The Municipality has assured the community that it is committed to addressing these issues thoroughly and transparently.
Vehicle Testing Centre
The Vehicle Testing Centre project, which commenced on March 15, 2022, was practically completed on April 3, 2023. The project, with a total budget of R3,987,746.77, included essential works such as storm water management, fencing, block paving, septic tanks, platform construction, kerbing, earthworks, and sewer network installation. Stage 1 of the vehicle testing centre has been successfully completed.
Tsolo Sports Field
The Tsolo Sports Field project, which began on October 25, 2018, faced significant delays. The initial contractor was terminated on March 26, 2021, due to failure to meet project requirements. A new contractor was appointed on November 3, 2023, with a revised completion date set for December 15, 2024. The revised project budget is R15,982,025.81. To date, 91% of renovations on existing buildings are completed, new buildings are at brick wall level, renovations of the grandstand are ongoing, and the installation of storm water pipes and sewer lines is complete. Expenditure to date stands at R1,413,764.
Qumbu Sports Field
The Qumbu Sports Field project, initially appointed on October 12, 2020, with a contract value of R17,862,042.86, faced numerous challenges. These included the service provider’s inability to produce proper construction drawings, leading to the contract’s termination in October 2021. Further delays were caused by material shortages and community-related issues, with current delays attributed to pending work permits from the Department of Labour.
Mvumelwano Sports Field
The Mvumelwano Sports Field project consists of two phases. Phase 1, which began on August 30, 2017, with a budget of R21,905,328.77, saw the completion of the soccer pitch, grass planting, and construction of the grandstand. The running track is partially completed, with the synthetic membrane still outstanding. Phase 2, initiated on August 31, 2020, and completed on February 24, 2023, involved the construction of gabions, sports field platforms, installation of six high mast lights, kerbing and channelling, paving of car parks, and fencing. This phase is now complete.
