According to Aaron Motsoaledi, the minister of home affairs, the first phase of employing 10,000 jobless young graduates under the President’s Employment Stimulus (PES) will begin in November. The department will recruit 10,000 unemployed young graduates who have education in information technology, document, information, and records management from tertiary institutions like universities and tvet collages. according to the minister, young women will make up 60% of the intake.

“The Department of Employment and Labor will work with us to acquire the young graduates who are unemployed”. the minister of education appeals to businesses to hire Tvet students and lecturers. The department has more than 350 million civil paper records dating back to 1895 that pertain to births, marriages, deaths, and amendments. According to Motsoaledi, the project would last for three years, starting in November 2022 and ending in October 2025. Successful youth will get a stipend ranging from R5,000 for entry-level positions to R9,500 for technical support positions and R14,250 for manager positions.  He stated that those hired would have to sign a three-year contract that was tied to the project’s duration.

The department will collaborate with important staff to help train these recruits. Motsoaledi states that the training provided will be appropriate for the job performed and that, ongoing learning and development interventions will be provided to increase the staff’s employability. The minister said a phased approach would be used due to the large number to be recruited:

Phase 1 – We will see the recruitment of 2 000 unhired youth graduates as the first intake.  Dvbuty will be accepted by this cohort on 1 november 2022. A further recruitment of 4,000 unhired youth graduates will take place in phase 2. in october 2022, the advertisements for this phase will be published. this cohort will assume duty in january 2023.

Phase 3 – Will see a further and last recruitment of 4 000 unemployed youth graduates. the adverts for this phase will be placed during december 2022 and january 2023. this cohort will assume duty in april 2023.
