On 17 September 2025 Greater Kokstad Municipality (GKM) Mayor MNL Madikizela officially introduced the municipality’s new Chief Financial Officer (CFO), Mr Wandisile Wanda Dotye, during a media briefing in Kokstad. Dotye, who assumed office on 1 September 2025, brings 15 years of local government financial management expertise.
What Happened
Dotye has previously led GKM’s Revenue Management Unit, achieving and maintaining a collection rate of over 90% for five consecutive years. His work has been credited with strengthening revenue enhancement strategies, implementing vigorous debt collection methods, and improving financial stability within the municipality.

Mayor Madikizela emphasized Dotye’s experience and institutional knowledge as critical to GKM’s continued financial stability.
“Dotye is a successful professional with a wealth of transferable skills gained in the past 15 years. His leadership has contributed to sound financial management and stability, with GKM maintaining favourable going concern status and cash coverage of more than three months over the past five years,” said the Mayor.
The Mayor also noted Dotye’s contribution to the Indigent Support Register, which provides free 50kWh electricity units and a 100% subsidy on rates and service payments for qualifying households.
