Elundini Local Municipality Mayor, Cllr Mamello Leteba, delivered the 2025 State of the Municipality Address (SOMA) to a full Sonwabile Community Hall in Nqanqarhu, outlining a bold development vision and a multi-year infrastructure budget set to transform the region.

Hundreds of residents from across the municipality gathered to hear the mayor present the final draft of the Integrated Development Plan (IDP), the 2025/26 budget, and reflect on the council’s progress since 2022. With the next local government elections looming in 2026, the address also served as a key moment of accountability.

Community-Driven Planning

Mayor Leteba expressed gratitude to the community for actively participating in recent IDP sessions held from 8–11 May 2025. “The level of attendance and participation was encouraging,” she said. “It has enabled us to plan projects that reflect the priorities of our people.”

Major Infrastructure Projects Revealed

The municipality will roll out over R60 million in roads, drainage, and community infrastructure projects over the next three financial years. Key developments include:

  • Greenfields Streets & Stormwater Drainage – R1.6 million (2025/26)
  • Ugie Park Surfacing & Drainage (Phase 3) – R8.4m (2025/26), R8.8m (2026/27), R9m (2027/28)
  • Tlokoeng Urban Roads & Drainage – R6.5m, R6.8m, R7m over three years
  • Ephainete Mbeki Access Road – R6.2m, R7.2m, R7.4m over three years
  • R56 to Khalankomo Road (Tlokoeng) – R3.9m, R4.6m, R4.7m over three years
  • West Hoek Access Road (Ward 10) – R8m, R9.4m, R9.7m over three years
  • Delibawo via Maweni Road (Ward 17) – R6.3m, R6.9m, R7.1m over three years
  • Skote Community Hall Construction – R1.7m (2026/27), R2.7m (2027/28)

Clean Governance and Social Investment

Mayor Leteba proudly announced that Elundini Local Municipality has maintained an unqualified audit opinion from the Auditor-General. “This year, we are aiming for a clean audit, and we are confident we will achieve it,” she said.

In line with SOMA tradition, the mayor also launched a legacy project by distributing 16 full school uniforms — including shoes, jerseys, skirts, pants, and school bags — to learners from four schools in need, handed over to their parents at the event.
