The Eastern Cape Development Corporation (ECDC) says its industrial parks are positioned to anchor South Africa’s future digital economy. This message was delivered by Acting Executive Manager for Economic Development and Sector Support, Baphelele Mhlaba, during a panel on Driving National Digital Transformation.
What Happened
The discussion examined how Special Economic Zones (SEZs) can support South Africa’s digital infrastructure investment agenda. Mhlaba said SEZs and industrial parks must work together to drive inclusive digital growth.
He explained that the ECDC’s industrial parks in Mthatha, Gcuwa, Dimbaza, and Fort Jackson sit at the edge of township communities. This, he said, places them at the centre of the province’s future digital landscape.
ECDC’s Message
Mhlaba emphasised that the next generation of digital industries must be built with ordinary township residents in mind.
He said digital infrastructure should be relevant, accessible, and transformative for communities that have been historically excluded.
According to Mhlaba, township economies should be viewed through an SEZ lens.
He argued that infrastructure investment in SEZs and industrial parks can open real opportunities for participation, skills development, and digital entrepreneurship.
“This is how we ensure that digital growth benefits everyone, not only established players,” he said.

The ECDC believes strategic investment in township-adjacent industrial parks will strengthen local economies and support long-term competitiveness.
Officials said these hubs can attract digital firms, create new jobs, and provide platforms for emerging innovators.
The session ended with a call for coordinated national action to lift digital readiness and ensure communities are not left behind as South Africa accelerates toward a digital future.
