ECDC Invests Millions to Revamp 32-Year-Old Mdantsane Mall

The Eastern Cape Development Corporation (ECDC) has launched a multi-million rand refurbishment of the 32-year-old Mdantsane Mall in East London. The upgrade is aimed at restoring the mall’s structural integrity, modernising its infrastructure, and ensuring it complies with Occupational Health and Safety (OHS) standards set by the Department of Employment and Labour.

The large-scale project includes roof modifications, new cladding and sheeting, window installations, and a full revamp of public ablutions and mechanical systems. The first phase — currently 28% complete as of 30 June 2025 — focuses heavily on health and safety upgrades and will continue with roofing and cladding works throughout July.

“This is a strategic investment in the long-term sustainability of the mall and the surrounding township business ecosystem,” said Yandisa Sobuza, ECDC Executive Manager for Properties and Facilities Management.

The phased construction is expected to span 24 months, broken into four six-month cycles, subject to funding availability generated primarily from tenant rentals. Despite ongoing works, the mall remains open to the public under a sectional completion plan, with safety barriers and compliance protocols in place.

Mdantsane Mall, which spans 9,206 square metres and hosts 83 tenants, will see all retailers return to their designated spaces, subject to valid lease agreements. Tenants have been engaged through a structured consultation process, and a tenant committee has been formed to support inclusive dialogue throughout the refurbishment.
