Minister of Higher Education and Training, Buti Manamela, has appointed Dr Mugwena Maluleke as the Acting Chairperson of the National Student Financial Aid Scheme (NSFAS) Board, on 10 November 2025. The appointment follows the resignation of the previous chairperson and aims to maintain leadership continuity during a critical review phase.
What Happened
Minister Manamela confirmed that Dr Maluleke’s appointment, made in accordance with the NSFAS Act of 1999, was necessary to stabilize the board and ensure uninterrupted operations. Dr Maluleke currently serves as the Vice President of Education International and General Secretary of SADTU, and previously served on the councils of VUT and the Human Resource Development Council.
Official Response
Minister Manamela said the appointment reinforces governance standards and public confidence in NSFAS during the transition. “The functioning of NSFAS is not affected by the review process. Students can be assured that services are continuing. Applications for 2026 funding remain open until 15 November 2025,” said Manamela.
He further encouraged all eligible students to apply before the closing date.
Community Impact
The announcement brings relief to students and stakeholders amid ongoing NSFAS reforms. The move is seen as a step to stabilize leadership and strengthen service delivery as the organization continues processing applications and funding reviews.
