Minister Velenkosini Hlabisa attended the launch of the Babita Deokaran Annual Lecture at Stellenbosch University’s Bellville Park Campus on 9 December 2025. The event honours Babita Deokaran’s legacy as a fearless whistleblower who exposed corruption within the public health system.
The lecture, themed “From Silence to Justice: Celebrating the Courage and Triumph of Whistleblowers,” reflects on her bravery and the national responsibility to protect those who speak out against wrongdoing.
Honouring a Life of Integrity and Bravery
The Annual Lecture was established to preserve Babita Deokaran’s memory and highlight her commitment to ethical leadership. Speakers said her actions continue to inspire South Africans who work to uphold accountability in government.
Stellenbosch University’s Anti-Corruption Centre for Education and Research led the programme in partnership with the Deokaran family.
Officials said the event serves as both a tribute and a reminder of the dangers faced by whistleblowers.
Collaboration in the Fight Against Corruption
The launch brought together government representatives, civil society organisations, oversight institutions and private-sector leaders. They discussed new approaches to strengthening South Africa’s anti-corruption efforts and improving whistleblower support.
In addition, speakers called for stronger legal reforms, improved protection programmes and broader public awareness. They warned that without meaningful safeguards, whistleblowers remain vulnerable to threats and retaliation.
A Call for Transparent and Accountable Governance
The Annual Lecture also emphasised the need for public institutions to adopt transparent practices. Minister Hlabisa said protecting whistleblowers is essential for rebuilding trust in government systems.
He added that Babita Deokaran’s courage must continue to guide South Africa’s fight against corruption and influence future policy discussions.
