The 3rd session of the Political Mumimec meeting took place at the Alex Golf Country Club in East London on 11 November 2025, where key political and administrative leaders gathered to assess service delivery and strengthen local governance. The session brought together Deputy Minister Dr Dickson Masemola, Eastern Cape Cogta MEC Zolile Williams, Executive Mayors, Municipal Managers, and representatives from provincial and national departments, including State-Owned Enterprises.
What Happened
MEC Zolile Williams opened the session and stressed the urgent need for a comprehensive Disaster Risk Management Plan. He said municipalities had to lead efforts to develop and implement strategies that would curb disaster-related emergencies. He also called for improved compliance with the Disaster Grant Framework, explaining that stronger adherence would help municipalities prepare for and protect communities from future risks.
Dr Dickson Masemola later presented the Local Government White Paper Review. He outlined its objectives and explained the ongoing Amendment Bills designed to strengthen accountability and improve municipal performance.
Official Response
MEC Williams said disaster preparedness could not be optional. “Municipalities must take the lead in developing realistic and implementable disaster-risk strategies,” he told delegates.
Dr Masemola added that the White Paper Review process formed a key step toward building a more capable and consistent local government system.

Officials noted that stronger disaster-risk systems would improve municipal readiness, protect communities, and reduce long-term recovery costs. Leaders also said better governance, updated legislation, and improved intergovernmental collaboration would enhance service-delivery outcomes across the province.
