What Happened
The Minister of Higher Education and Training, Buti Manamela, has appointed a Stabilisation and Governance Support Team (SGST) for the College of Cape Town for TVET under Section 46(1) of the Continuing Education and Training Act, 2006. The decision follows months of governance tension and management breakdowns at the college.
The SGST will oversee the restoration of institutional stability, rebuild trust, and ensure the smooth continuation of academic activities. Despite internal conflicts, the college has maintained strong performance indicators, including an unqualified audit opinion, improved student certification rates, and expanded partnerships in digital learning.
Official Response
Minister Manamela said the intervention is aimed at ensuring accountability and progress rather than assigning blame. “This intervention is not about taking sides, but about restoring order and protecting the right of students to learn in a stable and functional environment,” he said.
The SGST will be chaired by Advocate J.B. Skosana (SC), with Prof. Busani Ngcaweni serving as a governance and policy specialist, and Ms Joyce Nkopane as a labour relations expert. The team will be supported by a DHET-appointed secretariat and technical advisor.
The team’s tasks include conducting an independent fact-finding process, mediating leadership disputes, and recommending corrective steps. It is expected to submit an interim report within 21 days and a final report in 45 days.
Community Impact
The suspension of disciplinary processes involving the Principal, Council Chair, and Deputy Principals will remain in place while the team conducts its work. The intervention is expected to prevent further disruptions and protect the interests of both students and staff.
