The Corporate Services Workstream, led by O.R. Tambo Municipal Manager Mr. Basil Mase, convened on 16 September 2025 under the Intergovernmental Relations (IGR) framework. The meeting brought together Corporate Services managers from across all spheres of government, focusing on accountability, service delivery, and opportunities for the youth in O.R. Tambo District.
WHAT HAPPENED
The workstream was established to strengthen governance and ensure communities experience the impact of a capable state. In his opening remarks, Mr. Mase mentioned the urgency of creating pathways for young people.
“Through SETAs, learnerships, internships, and leadership programmes, we must upskill and empower our youth,” he said. “The future of our communities depends on it.”
The discussions showed a clear commitment to fighting unemployment, reducing poverty, and addressing inequality, in line with national priorities. Every discussion centred on improving service delivery with integrity, efficiency, and compassion.
OFFICIAL RESPONSE
The session reaffirmed that Corporate Services functions are not about systems alone, but about opening doors for communities. Leaders from Nyandeni Local Municipality, Port St. Johns Local Municipality, King Sabata Dalindyebo Municipality, and Mhlontlo Local Municipality expressed support for the workstream’s direction.
A representative noted, “This is governance in action—ensuring that every policy and process has a direct benefit for our people, especially the youth.”
COMMUNITY IMPACT
The focus on empowering young people was widely welcomed. By aligning skills development with real job opportunities, the district aims to break cycles of unemployment and bring hope to its communities.
Local residents have often voiced concern about youth unemployment. 16 Septenber meeting showed a clear message from leadership: opportunities must be created, and accountability must follow.
